They include the superior translation along with all the bonus content in the PSP remake. However, it won’t include the resolution shift which makes the residents of Ivalice look like squat goofballs.
Right now, the question that remains is whether this version will remain available and yours forever. The mobile versions can be considered to be the definitive editions but that is only if they tend to work.
The Android record for Square Enix can be considered to be reasonably acceptable but there is a lot of work to be done on the iOS front. The publisher had to pull games like The World Ends With You since updates to the OS have rendered it unplayable.
